Constituents
Managing relationships is a critical part of doing business for any organization, whether it’s a commercial enterprise or a political subdivision Like MCED member communities. But while customer relationships are the primary concern for companies, the networking web is large and diverse for MCED.
First, there’s the population the district serves. Second are the investors that fund the programs. Third are the funding sources, such as grantors, government programs or agencies. Finally, there are the other partners who also play key roles, including the volunteers whose footwork helps carry out the organization’s mission. Clearly, constituents are the lifeblood of the organization.
For example, consider the district’s PACE program. Some MCED constituent groups provide policy guidance, others seek funding, investors provide capital, contractors offer energy services and member communities authorize access to it all through official action.
Thorough and easy-to-access to information about an organization’s relationship with each constituent allows MCED to focus on growing and strengthening connections — and regularly taking advantage of them for guidance, mobilization, awareness and other support.

MCED has attracted over two billion dollars in committed investment. The District invites any and all capital providers to take advantage of the district’s authority to issue PACE and other debt structures for the purpose of financing energy projects.
We welcome all investors’ interest and inquiries. We engage with all qualified investors for the benefit of our borrowers, communities and state objectives.
The district has engaged a top-notch team of finance, engineering and legal professionals. The objective of the team is to provide support and coordination of successful financing transactions.
Our program options are flexible by design and we strive to provide contract terms and transaction structures to suit the borrower and investor.
And speaking of terms, the District’s fee structure is the lowest available in the state.
The District charges no program or partner fees for investor or contractor access.

Developers
PACE makes it possible for owners of commercial, industrial, multifamily, and nonprofit properties to obtain low-cost, long-term financing for energy efficiency and renewable energy projects.

Energy Contractors
The District welcomes energy contractors to the PACE program. We understand the important role of contractors and vendors in the completion of energy efficiency and renewable energy projects.
Residential contractors will be provided unmatched support through the HERO program platform which is designed increase project success.
Commercial contractors and Developers receive special attention either through our commercial administrator at Greenworks Lending or by the District administrator for large financing needs or our low cost conduit issuance program.
Residential contractors must be registered with the program. Please REGISTER by providing evidence of all applicable state and city or county licensing requirements, including insurance and/or bonding. You must agree to all terms and conditions of the Program. Contractors will officially be “registered” when approved by the Program Administrator.
The HERO Program Administrator will provide detailed information about the program, qualifications and contractor training.
The Missouri Clean Energy District Program Administrator is available to answer any questions about the public private partnership and to assist in making the process as easy as possible.

Property Owners
Property Assessed Clean Energy (PACE) can be a great way to finance Energy Efficiency and Renewable Energy projects on residential and commercial properties, which together use about 45% of the energy consumed nationwide each year.
Applications for qualifying properties will be accepted for energy efficiency and renewable energy projects which address any acquisition, installation, or modification –on public or private property — designed to reduce the energy consumption of the property. This includes a wide variety of project types. Nearly any project which can show an energy saving with a reasonable payback qualifies.

Energy efficient retrofits are a highly effective way to reduce energy consumption and green house gas emissions. However, high upfront and short-term ownership benefits have often made these retrofits impractical for many owners. The PACE Program helps overcome these problems. Through PACE, your financing is repaid through an increased assessment on your property tax bill.
Approved projects are expected to create an economic benefit, because your energy cost saving and other associated savings should be greater than your increased assessment. Should you decide to sell your property before the assessment is paid in full, any remaining balance may be able to transfer to a new property owner.
Target Fund
Rural Development Commercial Facility Target Fund: Energy project assistance for property owners in rural Missouri communities.
This fund is approved for the District’s use and supported in conjunction with the USDA IRP program. The intent of the District is to use these important funding dollars in circumstances where other programs cannot. The program is able to offer below market rates of interest to encourage completion of energy improvement projects on commercial property in qualifying member communities.
