The Missouri Green Bank™ (MGB) and Missouri Clean Energy District (MCED) seek proposals and input from qualified parties for both investment opportunities and, from time to time, its procurement needs. Investment activities are informed by transactions proposed through these solicitations. Information on all current solicitations and details of submission is available on this page.
There are other opportunities to work with MGB/MCED on specific types of investments, technologies and programs. These RFPs are informed by our ongoing market experiences and interactions with private sector lenders, investors and project developers, seeking to advance and expand clean energy financing markets.
Occasionally, MGB/MCED also procures qualified service providers for a variety of tasks involving engineering, auditing, decarbonization programs, technical advice and administrative services; these solicitations will also be listed on this page.

MGB invites private sector providers and other clean energy industry participants to propose transactions involving MGB that facilitate the financing of clean energy projects in the State, consistent with the MGB’s core objectives listed below.

MGB and MCED maintain this section to provide information on assistance programs for energy improvement projects. The assistance may take the form of loans, grants, energy audits as well as other support as available from time to time.

RFP: Applications for Energy Audit Assistance
The application period for the Energy Audit Reimbursement Program is open and based on a first-come, first-served application process until all funds are obligated. The program provides up to $1 million in total funding for Level II ASHRAE energy audits up to a maximum of $20,000 per recipient. The Missouri Department of Natural Resources’ Energy Audit Reimbursement Program uses funding received from the U.S. Department of Energy under the American Recovery and Reinvestment Act (ARRA) of 2009.

MGB Core Objectives
- Provide environmental benefit to the residents of the State
- Provide a pathway to financial self-sustainability for MGB
- Attract private capital, while generating income for the MGB
- In order to not compete with lenders, either address an underserved need in the market or partner with a lender
- Have sufficient speed to market that will provide immediate benefits to Missouri residents
- Contribute to MGB’s overall diversity in markets and project sizes
- Serve the low-moderate income community including affordable housing projects
- Include support for the creation of new solar energy and other renewable sources.
- Each submitted proposal must meet most, if not all, of the above core objectives.
- This RFP will remain open, and Proposals will be evaluated on a rolling basis, as received. Initial responses will be provided generally within 30 days. The purpose of an ongoing RFP process is to ensure that all potential proposers have an opportunity to propose transactions and financing arrangements, as market needs develop and change over time. MGB may support “sustainable projects and programs,” defined as clean energy, clean infrastructure, clean transportation, stormwater best management practices, energy efficiency, water efficiency, or green infrastructure projects and programs. The term “sustainable projects and programs” may include biomass, biofuel, or waste-to-energy projects and programs. The financial self-sustainability objective includes an analysis of the impact on short and long-term portfolio risk and must be obtained at a reasonable level of risk to the MGB.
- Proposers can expect the initial response following MGB’s receipt of a Proposal generally within thirty days from the date of such receipt.
